# Description of Changes
This PR fixes #5159 by allowing standard health check endpoints to be
accessed without authentication, which is required for container
orchestration (Kubernetes/Docker) liveness and readiness probes.
Changes:
1. **Security Whitelist (RequestUriUtils):** Added `/actuator/health`,
`/healthz`, `/liveness`, and `/readiness` to the public whitelist to
prevent 401 Unauthorized.
2. **Enterprise Filter (EnterpriseEndpointFilter):** Added an exception
for health endpoints. Previously, this filter was aggressively blocking
all /actuator/ requests for non-Pro users, returning 404 Not Found even
if the security config was correct.
**Testing:** Verified locally.
**Before:** `curl http://localhost:8080/actuator/health ` returned `401
Unauthorized`.
**After:** curl `http://localhost:8080/actuator/health ` returns `200 OK`
and `{"status":"UP"}`.

Fix hook ordering for endpoint name resolution ( #5517 )

### Motivation
- Prevent a React hook ordering issue by removing conditional
`useCallback` usage in endpoint name resolution within the base
parameters hook.
### Description
- Replace conditional creation of `getEndpointName` with a single
unconditional `useCallback` that reads `config.endpointName` and returns
either the static string or calls the function with `parameters`,
updating `frontend/src/core/hooks/tools/shared/useBaseParameters.ts`.
### Testing
- No automated tests were executed in this change; please run `./gradlew
build` (or confirm CI build) to verify the project compiles
successfully.

## OCR / Tesseract path handling
Makes tessDataPath resolution deterministic with priority: config >
TESSDATA_PREFIX env > default.
Updates language discovery to use runtimePathConfig.getTessDataPath()
instead of raw config value.
Ensure default OCR dir is debian based not alpine
## Mobile scanner: feature gating + new conversion settings
Adds system.mobileScannerSettings (convert-to-PDF + resolution + page
format + stretch) exposed via backend config and configurable in the
proprietary admin UI.
Enforces enableMobileScanner on the MobileScannerController endpoints
(403 when disabled).
Frontend mobile upload flow can now optionally convert received images
to PDF (pdf-lib + canvas).
## Desktop/Tauri connectivity work
Expands tauri-plugin-http permissions and enables dangerous-settings.
Adds a very comprehensive multi-stage server connection diagnostic
routine (with lots of logging).

- track endpoint disable reasons server-side and expose them through a
new `/api/v1/config/endpoints-availability` API that the frontend can
consume
- refresh the web UI tool management logic to cache endpoint details,
compute per-tool availability metadata, and show reason-specific
messaging (admin disabled vs missing dependency) when a tool cannot be
launched
- add the missing en-GB translations for the new unavailability labels
so the UI copy reflects the new distinction

- add a dedicated edit table of contents tool to the React UI, complete
with bookmark editor, import/export actions, and parameter handling
- register the tool in the translated registry and extend the English
translations with the new strings
