Removed html tags from cookie banner language snippets (#3310)

# Description of Changes

Please provide a summary of the changes, including:

Removed html tags from cookie banner language snippets.
Edited all language files using regex as unsure if the auto tool would
catch the changes correctly

Closes #(3309)
